Measure lawmaking conversion. Verify public outcomes.
The Congressional Performance Observatory follows the legislative record from introduction through advancement and enactment, measuring how effectively members convert eligible sponsored legislation into law. It separately documents independently verified public outcomes so legislative conversion is not presented as a measure of every congressional duty.
Browse members and examine their documented sponsored and cosponsored legislative activity, progression through the lawmaking process, enacted measures, and legislative conversion rate.

The Observatory’s Legislative Conversion Rate measures how effectively a member converts eligible sponsored legislation into enacted law. It is a defined measure of lawmaking activity—not a claim to measure every congressional responsibility. Other public outcomes are documented and verified separately.
† Cosponsorship is reported as contextual legislative activity. It may reflect support for legislation but is not treated as equivalent to sponsorship and is not included in the Legislative Conversion Rate.
Count eligible legislation sponsored by the member using official congressional records. Sponsorship is treated as legislative output, not as an outcome by itself.
Follow sponsored legislation through defined stages of the legislative process so introduction is distinguished from committee advancement, chamber passage, congressional passage, and enactment.
Count enacted sponsored legislation as a legislative outcome. Independently verified district or public outcomes are maintained separately, with their attribution and verification status preserved.
Legislative Conversion Rate = enacted eligible sponsored legislation ÷ total eligible sponsored legislation × 100. Cosponsorship and non-legislative public outcomes do not enter this calculation.
Official congressional records form the basis of the legislative dataset. The ingestion layer preserves source URLs, retrieval dates, record identifiers, verification notes, and an auditable evidence trail for published metrics. Claims about broader public outcomes are treated separately and require independent verification before AFDES presents them as verified outcomes.
